Agent-operational combination

A complex of mutually interconnected measures and activities connected with one operational purpose to accomplish the assigned task (e.g. vetting of secret collaborators, planting secret collaborators abroad, extracting endangered secret collaborators or cadre members, finding the source of leaks, breaking into buildings, implementation of active measures, intelligence games with enemy special services, and strengthening the position of Czechoslovak secret collaborators). Each agency-operational combination was unique depending on the tasks which it undertook and as a result of the objective conditions in which it was established. The agency-operational combination had to be thoroughly planned and prepared. For this purpose an agency-operational combination plan was drafted and approved, containing: reasoning, aims, resources, methods (including use of false identities), financial costs, risk factors, results of vetting, and time options.
